The player count assumes players in area. Because they're stacked, it is valid to say that the chance of finding a rune vex or higher is about 5 ppm 20 ppm in players 2, for example. Relative rune rarity may still be valid, but I'll have to check. It should still give a good idea of the impact of player count. If I have some time, I'll try to update this.
